Vuong Tan Son, a follower of the environmental religious organization, “Council for the Laws and Public Affairs of Bia Son”, in Phu Yen province. Founded by Phan Van Thu, the group used peaceful means to try and win the confidence of the masses against the state.

A revised and expanded penal code took effect January 1, 2018 (known as the “Amended 2015 Penal Code”).
