Nguyen Hoang Quoc Hung is a member of the pro-democracy coalition Bloc 8406 and is an activist advocating for farmers’ and workers’ rights. He was arrested after distributing leaflets calling for a strike by 10,000 workers at the My Phong shoe factory in Tra Vinh province.

Note on Penal Code provisions:

A revised and expanded penal code took effect January 1, 2018 (known as the “Amended 2015 Penal Code”).
